ROSCOE M. MOORE, JR., D.V.M., Ph.D., D.Sc

Looking at the long career of Roscoe M. Moore, Jr., D.V.M., Ph.D., D.Sc., there isn't much this well-traveled veterinarian hasn't done. His work in public health has taken him to every of the corner of the globe-from Indonesia to Tanzania to Serbia, and many other nations-and his expertise in epidemiology has offered him a career in which he could teach, conduct research, and help develop public health policies that improve the lives of people everywhere.

 

Dr. Moore's career started with a D.V.M. degree from Tuskegee Institute; he also has received an M.P.H. in Epidemiology from the University of Michigan , a Ph.D. in Epidemiology from Johns Hopkins, and an honorary D.Sc. degree from Tuskegee University in recognition of his distinguished public health career.

 

Upon his retirement in 2003, Dr. Moore was the ranking veterinarian in all the Uniformed Services, and was serving as Senior International Veterinary Medicine Expert Consultant and Advisor for the Office of the Secretary for Health and Human Services. He was also working as the Associate Director for Development Support and African Affairs for the Department of Health and Human Services (HHS). In this capacity, Dr. Moore was the principal liaison between HHS and numerous ministries of health in Africa , focusing on developing infrastructure and technical support to deliver preventive and curative health needs for the continent. And, as if that didn't keep him busy, he had served since 1995 as the Assistant U.S. Surgeon General and Rear Admiral in the U.S. Public Health Service.

 

Dr. Moore has also used his veterinary degree to accomplish research and investigative work on a broad variety of topics. He has conducted clinical research on infectious diseases, including Venezuelan equine encephalitis, simian tuberculosis, and HIV/AIDS. He has carried out epidemiologic research and evaluated the safety and effectiveness of medical devices. In addition, Dr. Moore has been involved in the surveillance of emerging and re-emerging diseases worldwide, bioterrorism issues, and the safety of bioengineered foods.

 

As an educator and Fellow of the American College of Epidemiology, Dr. Moore has touched the lives of students and colleagues in nearly every time zone-at the Medical University of Southern Africa, the Faculty of Medicine at the University of Belgrade, and the University of Hanoi, just to name a few. Closer to home, Dr. Moore is an Honorary Fellow and Founding Member of the American Veterinary Academy on Disaster Medicine, and is an Advisor for Research at Howard University's College of Medicine. He has also been associated with the Virginia-Maryland Regional College of Veterinary Medicine and Tuskegee University 's School of Veterinary Medicine .

 

But Dr. Moore's life hasn't been all work and no play. He holds a First Degree Black Belt in karate and has served as President for the Friends of the National Zoo (FONZ) in Washington , D.C. ; currently he sits on the Advisory Board of FONZ.
